1.2       A nation awarded an international competition by the Forum shall inform all eligible nations, by agreed deadlines, the venue for the competition and the closing date for the receipt of entries.

1.3       Any competition open to only two member nations may be arranged at the mutual convenience of the nations concerned.  Any club invitation or individual entry competition open to riders from other nations may be arranged with the approval of the national federation or council of the promoting club.  Such competitions may only be designated as “international” with the specific approval of the Forum.

2          ELIGIBILITY

2.1             Riders are eligible for Junior competitions up to 31st December in the year of their 18th birthday.

2.2             Where a competition is not designated as Junior, it is open to riders without age restriction.

3                 ENTRY TO SANCTIONED INTERNATIONAL COMPETITIONS

3.1             All entries shall be submitted to the designated official of the host nation by the agreed closing date.  The closing date for entries shall be determined by the host nation, but shall be no less than one calendar month prior to the start of the competition.

3.2             All entries from participating nations shall be submitted by the national federation or council, or by the designated international administrator where no such federation or council exists.

3.3             Each participating nation, including the host nation, shall determine the procedure for processing entries from among its own competitors or teams, provided that such procedure respects the closing date announced by the host nation.

4          INTERNATIONAL INDIVIDUAL COMPETITIONS

4.1       Each competing nation may nominate one “wild card” entry direct to the final.  The maximum number of wild card entries shall be 8.  Should the number of competing nations exceed 8, the Forum shall determine the priority for allocating wild card places.

4.2       It is the responsibility of each competing nation to determine the method of selection of its wild card nomination.

4.3       The 16 rider, 20 heat formula shall be used for all final rounds and, where possible, all qualifying rounds of individual competitions.

4.4       The model format for individual competitions is as follows:

Qualifying round (if required): 3 or 4 matches to produce 32 qualifiers.

Semi-finals: 2 matches to produce 16 qualifiers.

Small final: 1 match to produce remaining qualifiers to join the nominated wild cards in the final.

4.5       In all cases, a minimum of 8 competitors shall qualify through competition from each match in any one round for the subsequent round. The same number of competitors shall qualify from each match of the same round.  Where the number of qualifiers required is not exactly divisible by the number of matches in the round, the remaining places shall be decided by a single heat run-off between the next best placed finisher in each match.

4.6       Where the number of entrants demands a departure from the model format, the following variations are permitted:

4.6.1     An additional qualifying round to produce 48 qualifiers, and thereafter the model format as defined under 4.4.

4.6.2        Where qualifying rounds are required, byes may be awarded to the next or subsequent round, provided the requirements of 4.5 are met.  If byes are allocated, priority shall be given to any wild card nominations under 4.1 who do not receive direct entry to the final.  Thereafter, the Forum shall determine the method of awarding byes, and in doing so shall allow one or more of the following methods:

·        Further nomination by competing nations under the criteria outlined under 4.1 and 4.2.

·        By final position of the previous edition of the same competition.

·        By random draw.

4.6.3        Preliminary round or rounds to reduce the number of qualifiers to the numbers required whereby part or all of the model format can then be adopted.

4.7       Where the number of entrants exceeds that which can be accommodated under 4.4 and 4.6, the Forum may impose additional qualifying criteria.

4.8       All heat formulae to be employed in individual international competition are listed under Appendix 1.

4.9       When the format of the competition has been determined, the make-up of the qualifying rounds shall be decided by random draw, to be made no less than 14 days before the competition.

5          INTERNATIONAL TEAM COMPETITIONS (NATIONS)

5.1             Unless otherwise determined by the Forum, all team competitions shall employ the 4/5 rider format.

5.2             Nations Cup competitions shall be restricted to one team per nation.

5.3             Nations intending to enter a team in international competition shall inform the host nation by the agreed closing date.

5.4             Each participating nation shall nominate a squad from which the team shall be selected no less than 14 days before the competition.  The maximum size of the squad shall be twice the number of riders required to comprise the team, i.e. 10 riders for a 4/5 rider competition.

5.5             All heat formulae to be employed in international team competition are listed under Appendix 2.

5.6             Where a national team competition can not be decided by a single match, semi-finals or qualifying rounds shall be staged.  At the discretion of the Forum, nations may be seeded.  The maximum number of seeded nations shall be four, and the criteria for selecting such seeds shall be at the discretion of the Forum.

5.7             The draw for any semi-final or qualifying round shall be made no less than 14 days before the competition.

5.8             The draw for team positions on the formula in each match shall be made immediately prior to the match taking place, in the presence of the national team managers.

5.9             Final team nominations shall be presented to the match referee by the team manager no less than 30 minutes prior to the official start time of each match.
